City of San Antonio Implements New Step in Due Process of Fire Cadets

SAN ANTONIO (Nov. 3, 2016) — As a result of the recent terminations of several fire cadets, in October 2016, City Manager Sheryl Sculley called for a complete review of the due process and regulations for probationary employees and fire and police cadets.

The City Manager requested that the Fire Department, Office of the City Attorney and Human Resources Department review the disciplinary process for fire cadets and recommend process improvements. Among the recommendations was the creation of a new Pre-Termination Review Board, consisting of the Human Resources Director, a Fire Department Deputy Chief and a Police Department Assistant Chief.

The Review Board will consider any recommended dismissal of a cadet from the training academy and will make recommendations to the Fire Chief.

The Review Board will consider the following:

  • Documentation related to the reasons for termination, including documents substantiating the behavior or performance issues
  • Recommendation from the academy staff
  • Statement from the cadet

The newly-created Review Board reevaluated the proposed and recent terminations of eight fire cadets, and recommended that two of them be terminated.

The Review Board recommended that the six fire cadets dismissed in August be reinstated in the San Antonio Fire Training Academy. Discipline is recommended for five of them; one will not be disciplined.

"I am confident that the cadets who are reinstated understand the severity of their actions and will uphold the high standards of the San Antonio Fire Department going forward," Fire Chief Charles Hood said. "We are glad they will get another opportunity, and we welcome them back to the Training Academy."
